Manitoba Indigenous Games: Governing Policies & Procedures

Section 1.0 - Athlete Eligibility
All athletes competing in the Manitoba Indigenous Summer Games must be a registered Indian or Metis in accordance with the Indian and Metis Registrar and a member of a First Nation or Metis Community within Manitoba. Athletes residing out of Province may participate based on the premises that the athlete is a member of a First Nation or Metis Community within Manitoba.

Section 2.0 - Residency Clause
Each particular athlete will be eligible to compete for the region in which he/she is a member of through the Band Membership Code and Metis Registrar.

Under the following circumstances an adjustment to the above will be considered; that being:

A relationship involving First Nation parents from different Tribal Council jurisdictions.

Other instances will be considered at duly convened MISG/MASRC meetings given appropriate time frames. The conditions that apply to all participants are:

2.0.2
In the event that an athlete has resided in a region other than their own for a period no shorter than 1 year, excluding residential schools, that athlete, by way of a formal written declaration may choose to compete for the regional team in that area they have resided.

2.0.3
It is further incumbent upon that particular athlete to gain a written consent for their regional Chef de Mission, henceforth the respective regional Chef de Mission other than their own in order to compete.

2.0.4
It will be the responsibility of each MASRC Board member to facilitate these policies to their mandated areas.

2.0.5
The deadline for any transfers of athletes from region to region is 30 days prior to the Games.

2.1 - Procedure for Transfer of Athletes
The following steps must be adhered to in order for the transfer of athletes to be done in an orderly and professional manner and to allow the MISG Host Society advance notice of these matters and to prevent protests during the Games.

2.1.1
A Letter signed by the Chef de Mission releasing the particular athlete to participate with another region or independent team in the MISG.

2.1.2
A letter from the Tribal Council representative accepting the athlete as a participant of their regional team.

2.1.3
All transfers of athletes based on conforming to the Residency Clause are in effect for a one (1) year period.

Section 3.0 - Regional Team Representation
Each regional Chef de Mission must declare the number of participants in the MISG for their respective region 60 days prior to the games. This letter must be addressed to the MISG Host Society by the deadline date.

The numbers provided by the regional chefs de mission will go towards helping the MISG Host Society plan for a certain number of participants. Participants include managers, coaching staff, chaperones, and athletes.

Section 4.0 - Independent First Nations
Any Independent First Nation within any region wishing to participate in the Games must:

Provide a letter from the Chief and Council to the MISG Host Society to that effect, carbon copied to the MASRC.

4.0.2
Provide supporting documents, i.e. a letter, from the Tribal Council acknowledging their participation as separate from the region, carbon copied to the MASRC.

4.0.3
Have approval from the MISG and MASRC Board of Directors.

4.0.4
Provide these documents 60 days prior to the Games.

4.0.5
All teams declaring will remain in effect for a 1-year period.

Section 5.0 - Chef De Missions
All teams participating in the MISG must appoint a Chef De Mission to act on the best interest of their respective regional athletes/teams and the Games. The Chef De Mission will be responsible for ensuring that all policies and procedures are communicated well within their mission staff. The individual will be responsible for attending the daily Chef De Mission meetings prior to and during the Games.

All Chef De Missions are allowed to coach or manage at any sport venue in the MISG and more than one (1) to a maximum of two (2) people identified will be termed Co-Chef de Missions. It is recommended that a First Nation and Metis Chef de Mission are chosen to ensure that all communities are represented.

Section 6.0 - Registration Deadlines
The registration deadline for regions submitting completed registration forms and fees to the MISG Host Society shall be no later than 30 days prior to the Games. Athletes not registered as of that date will be considered ineligible and will not be allowed to compete. Exceptions to this policy will only be considered in the following situation and will be strictly enforced:

6.0.1
When an athlete is unable to compete due to illness or other health related matters and a substitute is required. The chefs de mission must put in writing the substitution and the reasons with supporting documents, i.e. medical certificate.

Section 7.0 - Sports and Demonstration Sports
The MASRC Board of Directors has approved the core sports for the MISG.

  • Athletics
  • Soccer
  • Softball
  • Golf

Other sports can be added to the core sports list with prior approval from the MASRC.

Demonstration sports can be added to each Summer Games selected by the Host Community but are subject to approval by the MASRC. The demonstration sports can be traditional games to the host community/region as part of the entertainment program.

Section 8.0 - Age Categories
The MASRC Board of Directors has established a policy in regards to age classifications and must be adhered to by the Host Society, regional Chef de Missions, managers, coaches, and individual athletes/teams.

The age classifications are as follows for these sports:

Softball, Soccer, Track & Field and Golf

Bantam 19___ - 19___
Midget 19___ - 19___
Juvenile 19___ - 19___
Junior 19___ - 19___
Senior 19___ - 19___

Section 9.0 - Athletes Registering in Older Categories
The MISG Host Society will allow athletes to participate only in the next higher age category. The athlete must remain in that category for the remainder of the Games and may not participate in their original age category. A completed declaration form must be sent to the MISG Host Society 30 days prior to the start of the Games with necessary permission forms filled out and signed by the appropriate person.

Special consideration for extra track & field athletes may move up in the relay race if that division cannot field a relay team.

Section 10.0 - Single Sport Policy
Athletes participating in the Manitoba Indigenous Summer Games can compete in one sport only, with exception to the Athletics that has a number of different events under it. Athletes who do not adhere to this policy will be eliminated from further competition in the sports he/she has participated in with further consequences to the chefs de mission, managers, and coaches who knowingly allowed the athlete to compete.

Section 11.0 - Team Composition
It is encouraged that each region make every effort to fill all age categories, genders, and maximum participants allowed in each sport venue. Please refer to the appropriate sport technical manual for specific limits to each roster.

Section 12.0 - Games Uniforms
Regions shall follow their own color schemes for competition uniforms and ceremonial uniforms (i.e. track suits).

Section 13.0 - Coaching Standards
It is recommended that all coaches participating in the Manitoba Indigenous Summer Games should obtain the following: Full Level 1 (theory, technical, & practical) certification in their respective sport.

Proof of certification may be required, i.e. copy of coaches certificate with a minimum full level one (theory, technical, & practical).

Section 14.0 - Chaperone Standard
For the protection of the participants, the MASRC Board has established that Chaperones considered mission staff of regional teams should obtain a minimum of CPR and/or emergency First Aid (effective January 1, 2001). These people should also be screened through a RCMP Criminal Record and Child Abuse Registry checks.

Section 15.0 - Sport Technical Package
The Sport Technical package shall be the document governing the conduct of each specific sport in the Games. It is the responsibility of the Host Community to develop the technical package with approval of the MASRC.

The Technical package should contain the following Technical Components:

  • Sport Name

  • Competition Dates/Times

  • Venue Information (i.e. address)

  • Event Information (i.e. age categories)

  • Officials (i.e. type, min. level req’d)

  • Participants (i.e. coach #’s, roster restrictions)

  • General Rules (as per sport rule book)

  • Field of Play Requirements (as per sport rule book)

  • Competition Rules

  • Results procedure

Section 16.0 - Sanctioning
All Sport venues in the MISG will be sanctioned with the Provincial Sport Governing Bodies. The event sanctioning will be the responsibility of the Host Society. The team and participant sanctioning will be the responsibility of the chefs, managers, and coaches.

Section 17.0 - Alternate Rules
The MASRC Board of Directors has determined a need to impose an alternate rule in addition to the maximum participants allowed per venue within the technical package. Each region or independent team may register by the registration deadline date:

Two (2) alternates in the team sport venues per gender;

17.0.2
Track & Field venues will allow a total of three (3) alternates per gender based on this formula:

i. 1 jumping event
ii. 1 throwing event
iii. 2 running events (long & short distances)

Section 18.0 - Accommodations
All accommodation sites used by the MISG Host Society, including hotels and motels, will fall under the same Accommodations Policies and Procedures in addition to the facility’s rules and regulations.

18.0.1
The MISG Host Society requires that one chaperone reside in each room where participants are under 18 years of age, whether they reside in the athletes village or in a hotel. The regional chefs de mission will ensure that this policy is relayed to the participants.

18.0.2
The athlete’s village will have a standard curfew where the village will be secured to ensure safety of the residents. Participants residing in that village will require an accreditation tag in order to enter the facility. If one cannot be provided, the manager/coach/chaperone or chef will be asked to verify the athlete’s name and team, in person, before they are allowed into the facility.

Athletes not adhering to the curfew of the Games will be subject to disciplinary action based severity.

18.0.3
All village residency areas will be Smoke Free Environments.

18.0.4
There will be no consumption of Alcoholic beverages allowed in any of the villages.

18.0.5
The consumption of food in the sleeping quarters is discouraged. Athletes may not remove food from the designated food services area.

18.0.6
Noise levels must be controlled in and around the residences between the hours of 11:00pm and 7:00am. Hotels and motels will enforce their own rules and regulations regarding noise levels of guests.

In the athlete village, any noise after curfew, offenders will be given one warning and security will check on the offenders within one half-hour. If noise has not subsided the offenders will be removed from the sleeping quarters and held in an area until the regional chef or designate is notified and addresses the situation at hand. It is the responsibility of the chef or designate to discipline their participants based on the severity of the incident.

Serious, repeat offenders will be ejected from the village and not allowed re-entry.

18.0.7
Only properly accredited persons will have access to the residential areas.

18.0.8
The MISG Host Society assumes no responsibility for lost or stolen articles. Athletes or officials wishing to store their valuables in their rooms do so at their own risk.

18.0.9
To ensure the safety of all those attending the Games, during day and afternoon shifts, games staff and volunteers will act as Fire Wardens with Security assuming that responsibility during the evening shifts.

First aid kits will be present at all the residential locations.

Easy access to the village medical services is required and if applicable.

Emergency equipment (i.e. fire alarms) will be present within all the residences in accordance to fire codes.

All policies and procedures, athlete CODE OF CONDUCT, and Host Society rules will be enforced with the Games accommodation site(s) and within areas that athletes/teams are residing during the Games.

If any athletes/teams reside in areas other than the athletes village, the regional chef de mission is required to forward the following information to the MISG Host Society.

  • List of participants staying in what areas;

  • List of Chaperones or Representatives appointed to stay with athletes;

  • Accommodation location and appropriate phone number in case of emergency

  • The list must be submitted no later than seven days prior to the games and presented to the MISG Host Society.

Section 19.0 - Draw Date
The MISG Board will establish a draw date three weeks prior to the Games. The draws of the Games in each sport venue will be mutually agreed upon and regional Chef de Missions will be informed of the date and time of the draw and of the results. The draws will be forwarded to the chefs de mission at a minimum, one (1) week prior to the Games.

Section 20.0 - Games Jury
Selected MASRC staff and board of directors will act in the capacity of the Games Jury.

The role of the Games Jury will be to rule on protests of a non-technical nature, for example, eligibility. The Games Jury will not overrule the decision of an official or that of the Sport Jury. All decisions of the Games Jury are final.

Section 21.0 - Protests and Appeals
An appeal from a respective regional team must be subject to the following requirements:

21.0.1
A $50.00 bond made payable to the Host Society that will only be refunded if the decision is rendered in their favor, decisions not rendered in favor of the plaintiff will not be returned.

21.0.2
All protests must be handled according to the sport’s protest procedures as outlined in the respective rulebook. A concisely written report shall be presented to the Sport Chair or General Manager for review by the Sport Jury.

21.0.3
The Sport Jury will then review the protest and render a decision. The Sport Jury will consist of the Head Official of that sport, an MISG representative (Sport Chairperson), and an MASRC representative.

21.0.4
The Chef De Mission and/or their designate of both parties involved will have an opportunity to speak to the protest.

21.0.5
Sport Jury decisions will be final.

Section 22.0 - Suspensions
Upon completion of the MISG, the MASRC staff designate will review all reports and present to the Board of Directors the following:

  • Security Incident Reports
  • Chef De Mission Reports
  • Games Manager Reports

If there are incidents of breach of the athlete Code of Conduct such as: violence, drug & alcohol abuse, stealing, cheating, attitudes, behavioral problems, neglect of chaperones, threatening of officials, managers and technical staff, etc. the MASRC staff designate will recommend to the Board of Directors consequences to the reported incidents. The Board then has the authority and reserves the right to impose those consequences based on the incident’s severity, they could range from:

  • Probationary period from the MISG and related events with conditions.

  • Suspension (timed, i.e. 2 years)

  • Lifting of certification for coaches.

  • Suspension from Team Manitoba for the North American Indigenous Games.

All incidents reported may be appealed to the MASRC Board of Directors at a duly called meeting. All reports of the incident and the consequences will be forwarded to the regional Chefs de Mission and to the offices of the Chief and Council or Regional MMF Vice-President.

Section 23.0 - Games Scoring Procedure
The system used to determine points within the sport venues of the Manitoba Indigenous Summer Games:

Gold 10 points
Silver 7 points
Bronze 5 points
Fourth 3 points
Participation 10 points
(for each team entered in a division of a Team Sport & one point for each team entered in an individual sport)

* Note that Athletics will track points to the 6th placing.

Section 24.0 - Recognition of Overall Winner
At the completion of the MISG, the Games Manager will make a special public address at the closing ceremonies announcing the overall Champion of the MISG. They will receive a banner, a plaque, and the respective team engraved on the MISG Trophy.

Section 25.0 - Final Report
The host community will be responsible to prepare a final report for the MASRC.
