Manitoba Indigenous Games: Code of Conduct

  1. There is a zero tolerance policy for alcohol and/or illegal drugs. Any participants found to have consumed and/or be in possession of alcohol and/or illegal drugs will be suspended from competition provided there is a written report of the details surrounding the incident and be submitted by security, host society staff and/or volunteers. Further legal action may be warranted in certain situations.

    Note:
    Participants are defined as registered athletes, coaches, managers, chaperones, host society staff and volunteers, and sport officials.

  2. Based on the severity of the incident, the person(s) named in the report will be suspended from current year’s event. Participants could also be suspended from future participation in the MISG and affiliated events again based on the severity of the incident.

  3. A Disciplinary Committee comprised of members of the MISG Host Society, MASRC staff/board representative, sport specific committee chair and/or MISG Sport Chair will review each incident as they arise and decide on the consequences of the reported incident.

  4. Anyone caught stealing, cheating, or exhibits behavioral problems, i.e. harassment or mental instability will be removed from any host society competition/non-competition sites. Local authorities may be asked to assist in the removal of the individual/team if required that may lead to criminal charges being laid.

  5. Any manner of threats of violence or intimidation or any form of assault will result in the removal of that individual and/or team from any host society competition/non-competition site. Local authorities will be involved in the matter if required.

  6. Anyone failing to report an incident or purposely withholding information to avoid disciplinary action of themselves or others will be held accountable for their actions and may result in the suspension from further participation in the Games for the individual and/or team.

  7. A zero tolerance rule for the abuse of an official will be in place at all times and applies to all games participants and spectators. Abuse will be followed by immediate suspension from the Games and further disciplinary actions handed down by the Disciplinary Committee.

  8. The Host Society Disciplinary Committee will have the authority and reserves the right to impose suspension based on the severity of any and all documented incident(s). Procedures are as follows:

    1. The committee will be convened as required by the MISG Host Society General Manager upon advisement by any Sport Jury, Security Committee chairperson, local authority representative, and MASRC staff/board representative. The disciplinary committee can also convene immediately after the daily Chef de Mission meetings upon advisement by the host society.

    2. All reports will be reviewed by the committee and based on the severity of the report, the following decisions could be rendered:

      • Suspension from competition (i.e. one-game suspension)

      • Suspension from all competition (i.e. for remainder of competition)

      • Suspension from future MISG events (i.e. 2-5 year suspension)

      • Suspension from participating in MISG/MASRC sponsored events for a fixed amount of time.

      • Suspension from all Team Manitoba activities for the North American Indigenous Games.

      • Lifting of certification (i.e. coaches and officials) with consultation from Provincial Sport Governing Body and Coaching Manitoba.

      • Other consequences as decided and agreed upon by the entire committee and advisors.

Note:
A letter of appeal on any ruling handed down by the Disciplinary Committee will be required within 24 hours from the announcement to prevent unnecessary delays in the competition. However, the appeals will only be considered for the next staging of the MISG if the ruling involves a suspended participation at the next or affiliated events.

To prevent competition from being delayed, competition will continue for those unaffected by the incident. The schedule will be adjusted accordingly in cases where a suspension(s) is warranted.
